Foremost, the GM should take on the perspective that the organization's people are its best asset - that the quality of service depends on the quality of the people who deliver the service.

Definitely, a high turnover rate is a red flag signal for top management because it puts to risk the organization's manpower capabilities and subsequently the quality of service, not to mention the corresponding recruitment and training costs associated with hiring a new employee.

So when this (high turnover) happens, the GM should really get down into the bottom of the high turnover by knowing the reasons/factors why people are leaving and act accordingly. This highlights the importance of exit interviews.
